Offline card payments should be possible no later than 1 July 2026

An agreement has been reached to enable offline card payments for essential goods by July 1, 2026. This initiative aims to enhance Sweden's payment system resilience against digital disruptions, particularly important given the country's high reliance on digital payments and low cash usage. The Riksbank is leading this effort, with various payment market participants, including retailers, card issuers, and acquirers, committing to implementing technological and regulatory measures. The focus is on ensuring that consumers can use physical cards and PINs for necessities like food, medicine, and fuel, even during significant communication outages. Further work is planned to extend offline payment capabilities to other methods after the initial deadline.
